Safe Load Program Vehicle Compliance Program

The SLP Vehicle Compliance Program is a web base data entry system designed to meet due diligence and chain of responsibility legislation requirements imposed upon bulk fuel consignors and fuel terminal operators.
This system requires dangerous goods transport operators to provide proof of compliance with SLP standards, for any vehicle wishing to enter and load at a participating SLP fuel terminal or Depot.
Transport companies must enrol in the VCP system and register their vehicle/s before the vehicle/s can be presented for a SLP Pass-2-Load inspection at any licenced SLP Authorised Inspection Location.
The VCP allows fuel terminal personnel to access vehicle compliance information direct from the system, including expiry dates and inspection documentation.
Transport operators simply apply for access via the SLP web site, once the registration process is completed the company can commence entering their vehicles into the VCP system.
Minimum terminal compliance details must be entered for each vehicle.
SLP Authorised Inspection Locations will only accept bookings for a Pass-2-Load vehicle inspection for vehicles that have been entered into the VCP system.
SLP Authorised Inspection locations enter will Pass-2-Load vehicle inspection information including documents.

Aim

The Pass-2-Load program is to ensure that bulk fuel road vehicles regularly complete a set of Oil industry “best practice” safety checks, this requirement applies to all bulk fuel road vehicles that load products at gantries supplying dangerous goods and combustible liquids participating in SLP.
Only Approved Inspection Locations provide inspection services for bulk fuel carriers that require access to participating oil industry facilities.  Approved Inspection Locations (AIL’s) are responsible for inspecting vehicles in accordance with an SLP checklist, maintaining and uploading inspection records, creating and maintaining a quality procedure, issuing pass-2-Load labels and maintaining a register of labels issued.  Inspection Locations use the SLP Guideline SLP OG7 to ensure consistency when performing equipment inspections. Approved Inspection Locations (AIL’s) are regularly inspected for compliance by SLP management.

SLP OG7 is not available to workshops outside the SLP approved inspection location network.
